The Development Zone takes the lead in Jiangsu Province in terms of functional parks, with several national functional platforms such as Comprehensive Bonded Area, Entrepreneurial Park for Returned Overseas Scholars, College Science and Technology Park, Software Park and Airport Industrial Park as well as Foreign Industrial Parks such as European and American Industrial Park, Japanese Industrial Park and South Korean Industrial Park. In particular, the zone enhances mutually integrated growth of Comprehensive Bonded Area and Airport Industrial Park, creating superior conditions for opening up. There are 3 water plants in Huai’an, with a daily capacity of 300,000 tons. Huai’an electricity is provided by East China Grid. Huaneng Huaiyin Power Plant is the largest fossil-fuel power plant in North Jiangsu, with an installed capacity of 170,000 kw. The gas pipes of the national major project of natural gas transmission from West to East China go through Huai’an. Huai’an owns 2 thermal power plants with a capacity of 270 tons per hour. Thermal power combined production project of Huai’an Salt Chemistry Science and Technological Industrial Park can provide heat 560 tons per hour. The detected reserves of rock salt underground in Huai’an reach 130 billion tons, ranking the top in the world. The reserves of attapulgite reach 500 million tons, covering 50 percent of the world reserves and mirabilite 3.5 billion tons, covering the most in East China. Hongze Lake, the fourth largest fresh lake of China, can provide important resources for developing the water yacht project. The Development Zone has cooperated with Germany in establishing Dual System Training Center, providing customized training service for enterprises to train high-leveled technical workers. There are 10 colleges and technical secondary schools in total, which can provide abundant industrial workers and technical talents.
